    Sir Chris Wormald is recognized as a leading figure in the contemporary British Civil Service and currently serves as Permanent Secretary at the Department of Health and Social Care (DHSC). As Permanent Secretary, he is the most senior civil servant in the department, responsible for its overall leadership and administration. His career demonstrates a sustained commitment to public policy and the operational complexities of Whitehall, where he has addressed some of the most significant challenges confronting the United Kingdom in the 21st century.

    Career Trajectory and Expertise

    His leadership in high-profile departments marks Wormald’s progression through the civil service. Before his appointment at the DHSC in 2016, he served as Permanent Secretary at the Department for Education, where he oversaw major structural reforms to the English school system. For instance, he oversaw the launch of the NHS Test and Trace programme, which became a cornerstone of the national testing and contact tracing strategy. This period tested the resilience of the DHSC, necessitating rapid expansion of testing infrastructure and management of large-scale procurement initiatives. His leadership underscored the essential function of civil service continuity during national emergencies.

    Professional Standing

    In addition to his departmental responsibilities, Sir Chris Wormald has served as Head of the Policy Profession for the wider Civil Service. The Policy Profession refers to the group of civil servants responsible for developing and advising on government policy. As its Head, Wormald led efforts to improve how government policies are developed, ensuring that policy-making is informed by evidence and best practices. In this role, he has advocated for enhanced policy-making standards across government, prioritizing evidence-based approaches and the professional development of future public servants.
